Sikkim’s ruling Sikkim Democratic Front (SDF) has decided to include Universal Basic Income (UBI) in its manifesto for the upcoming assembly and Lok Sabha elections, according to a report by The Indian Express. The state has already begun the process of introducing the unconditional direct cash transfer scheme and is planning to implement the same by 2022. It could become the first state in India to implement UBI. The 2017 Economic Survey had advocated implementation of UBI as an alternative to the various social welfare schemes in an effort to reduce poverty. The Survey said, “UBI is a powerful idea whose time even if not ripe for implementation, is ripe for serious discussion.” However, Finance Minister Arun Jaitley in June 2017 said the scheme as proposed in the Economic Survey will not be politically feasible in today's India.

Instead of UBI following steps should be consider- 1. 1000rs per month to unemployed graduate upto 3 years of study. 2. 1000rs per month to marginal farmers below 2 acre land. 3. 10000 allowance to girls on getting first public sector and formal private sector job. 4. Widow and old age pensions . 5. More profits to MSMEs.

the economic survey 2016 - 2017 suggested UBI for alleviation of poverty. Similar schemes: 1)mgnrega-guaranteed paid work for 100 days 2) Andhra Pradesh government giving 2000 rupees per month to unemployed below a certain age Benefits: 1) reduce inequalities in income 2)employment- money can be used for startups which in turn demands workforce - money can be used for preparing people for government jobs 3) economic growth- due to purchasing power( Keynes theory) It may be suitable for a state like Sikkim by considering its low population, energy surplus, better HDI and geographical stretch. Otherwise it may not be sustainable: 1) encourage laziness 2) fails to check excess spending 3) Gender inequality and patriarchy- money given to women may be misused by male family members. 4) fiscal strain 5) people still do not use banks for savings. keeping it at home will decrease savings capacity. 6) increase in purchasing power may lead to inflation. Way Ahead: subsidies or partial UBI can be used to reduce fiscal strain UBI to be linked to a welfare scheme where a minimum is guaranteed. the amount will increase if there is improvement in their productivity. pilot basis on suitable areas that make it feasible(e.g. Sikkim) target vulnerable areas and groups(farmers, miners....) decentralised mechanism since each state has different dynamic. remove unnecessary subsidies so that it can be used for uni go for Universal basic capital. ubi to be given based on the performance only so that there is no extravagant spending. -

That's a great explanation. I am a huge skeptic of UBI. Who is going to pay this? Centre or state? States have no resources of their own, they have to get a handout from the centre. Centre ( or state) govt doesnt add value or produce anything so it has to raise taxes to find the resources, sell off assets, borrow or print more money. If it raises taxes on people, and ubi is taxed that's just not good finance. And if it raises taxes on companies they will collect it from the consumers by increasing prices, essentially doing the same thing as taxing people directly, result..inflation. selling of assets is not viable because in the long run you have to have assets to sell later. Borrow? Interest payments will force government to raise taxes and for result see above...net effect inflation. Lastly print more money? It will just erode the value of ubi due to devaluation of the currency and increase of prices...simply put... inflation. And if the government is using it to vacate the millions of national schemes as politicians think ubi is enough it can be disastrous in the present circumstances.

What economic survey suggested was quasi universal basic income Resources can come from corporates using automation gaining profits . Or as government says there are savings from direct benefit transfer and use of aadhar Govt can use this for pilot project of ubi Main idea of ubi was backup to job loss due to automation

India is family based society. It should not make the mistake of USA, where it nationalised families by providing social security and removed responsibility from father he need not take of son, son need not take care of father in his old age. So what does son do in his employable age with his income ? Spend excessively, since he will be taken care of government in his old age. Now american household woes $ 14 trillion debt. America is in the biggest debt trab. India should not implement it. India was NO.1 Economy from 1 AD - 1700 AD as per OECD study because our family do not spend excessively since it has responsibility to take care of. Do not take of responsibility, which is failed idea of WEST, imported to india by western educated individuals. India is a family enterprise based society. Non farm entreprise are 5 crore employes 10 crore people, 75% not registered, it does not mean "informal" as per definition of west, in india it is were government did not reach. So most will collect UBI, draining government wealth, but they are technically employed, hence it will never ensure high productivity.

अगर सरकार को UBI लाना ही है तो इसे केवल महिलाओं के लिए होना चाहिए। इसके दोहरे लाभ मिलेंगे-1,लालच से ही सही पर लड़कियों के प्रति समाज का रवैया बदलेगा।2,परिवार को गरीबी से बाहर निकालने में महिलाये ज्यादा सशक्त भूमिका निभा सकती हैं।

UBI may be a good idea but it has many loopholes according to me. *It may erode the working popltn in the rural areas especially the agricultural labourers. * It may create a way for those kind of people to be more lazy and may also demand for higher wage for farm activities. * They may spend this for many illegitimate purpose. * May increase in unemployment * This may not prove to be a sustainable plan for the country where demographic dividend shows average age of India will be 29 which lies with demand for more employment rate. * Instead of jus feeding with readymade food teach Indians to cook food ,it will be a far better idea to become leader in the world soon in future.

I disagree with you. There are a lot of schemes run by the government currently which disincentivize hard-work. In my state (Chhattisgarh) and many others, rice is sold at Rs10 per kg and Dal at Rs12/kg. Amma canteens. And many such subsidies(electricity, water, gas, etc.) are already being provided. This, in turn, has completely eroded their minds and they are not aware of the concept of hard-work. Saying that UBI will cause laziness is wrong because people are already lazy. Many economists favor UBI for the sole reason that, in the long run, it has proven to be better than several (940 in India's case) distortionary subsidies.

Universal basic income idea could only be useful in alleviation of poverty and that only to sort period..what is required is to enhance capacity and capability of people and to create employment that will turn out in eradication of poverty ...

As one panelist pointed out..rather than bringing such schemes , focus of current Govt.should be on skill development and programs like MNERGA FOR unskilled workers . For very abled bodied person who is unskilled MANREGA SHOULD BE MADE MANDOTORY , IF GOVT. STILL NOT ABLE TO PROVIDE WORK ..then AS A COMPENSATION.. UNEMPLOYMENT ALLOWANCE SHOULD BE PROVIDED .THIS WILL OVER BRING PRODUCTIVITY IN ECONOMY AND HENCE GROWTH . CONCEPT LIKE UBI ACC. TO ME SHOULD BE FOR OLD AGE WHO ARE NOT HAVING ANY SOCIAL SECURITY ( PERMANENT SOURCE OF INCOME) AND FOR PHYSICALLY CHALLENGED PERSONS

If we Implement UBI by replacing basic schemes.. It will be a disaster.. I agree ubi should be given in addition to the basic schemes.. - this UBI should be given to the areas where employment creation, upgradation and livelihood have been very critical like in rural marginal farmers, landless labourers.. - In present scenario the concept of UBI have been pushed as the possibility of all gateways to create affordable employment opportunities been closed.. -We have good GDP growth.. But poverty can't be eradicated as it is emerging with different dimensions.. - By implementing UBI government is simply saying i will give you all things for ur livelihood.. U simply give the resources (mostly natural resources with minimum labours).. Its the case that is demanded by more corporates.. But it shouldn't be implemented in this manner... It will change human beings as shepherds with giving sticks to corporates..

In my opinion while only implementing in a too small states over only million people it can't be judged that we are able too implement in a huge population . Rather than practice in a small state it shall be implemented in a AVERAGE population state . Secondly, as in discussion the MASTERS suggested it shall not be issue politically rather than poverty.

UBI is only gonna cause fiscal strain on the limited budget . People might use the basic income for useless purposes. It's better to invest them in schemes specialised for a particular category . All the basic necessities like food , healthcare except housing are already provided at subsidies . So it's better to invest the fund on furthering education and employment opportunities .

With advancing automation , unemployment is going to be a universal reality. Hence UBI will be a must to sustain economy to create enough consumers. So, we better start experimenting now and get good at it which will take decades for India. UBI is an idea whose time has come. Given the inefficiency and ineffectiveness of our beuraucracy in implementing welfare schemes, it is all the more important.

free money for more votes, against the ethics, making indians to be lethargic... if the government effectively implement the schemes with more transparency..... we would've not even think about the UBI. HUGE POPULATION-- needs HUGE MONEY TO SUPPLY-- India is still facing poverty...before making this kind of annoucments ..,.. they should think about the resources. money won't be showered from sky ...just to grab attention... INDIA needs to develop in many sectors like health, skill etc., shower your money on enhancing such issues , giving money and leaving people to make their own choices, as people are poor ... showing money and making them fools is not correct. openly giving money for votes in the form of UBI

In India there are 73 million poor who are not earning even 32 Rupees a day..it will give them some relief.. We need this UBI for those BPL people only.. Others need jobs

For the lowest strata of the society it can be a good move ,,,,like if someone is not that much skilled in rural area and don't have land also ...don't get work because he is not educated ...but for all people if it is got implemented then it will be wrong,,,,,,.yes education health schemes are necessary because we have to make sure that the children who born today should not be left out from main stream of society .they should get education ......but the population who is already existing ..who are not educated and landless skill less those should be benefitted by this ......so for lowest one the BASIC +HEALTH &EDUCATION ,..for medium ONLY HEALTH&EDUCATION schemes

India is not a poor country, the poverty embellishes on India due to stark income inequality where one person changes his clothes everyday and other person dies of hunger. 10000 $ is not required for a basic life, it is required if you don't have self-control.

What is the hue about productivity? Is present economy productive where everybody is under loan pressure? Productivity of Indians can be seen in polluted cities, where air is polluted, water is polluted and fruits and vegetables are filled with fertilizers, what is the productivity?

providing ubi..... to states is not a good Approch....as we are not up-to the GDP of skihim.As per the direction from the constitution the state can involve this scheme into its natives..... by the dirctive principles of state policy..... but this doesn't suit for.... other under-developed states like bihar, AP, orris,

basic income could be a step towards unproductivity,inefficiency, and moreover exploitation(as in india a house ruled by a dominant male),Indian people are not mature enough to take decisions which are pragmatic given their education and economic status. Job creation and skill development along with other employment opportunity is the need of hour.

Money in wrong hands is not an enabler. Drug addicts alcoholics etc will get the easy money and beat their wives , who tried to provide for the family with the help of earlier schemes that provide basic amenities.

According to HRD minister of Sikkim Mr. R.B subba literacy rate of the state is around 90% in 2016. So, I guess by looking at rate of increase they might assume it as 98%.

This move is purely a poll gimmick of Mr Chamling. He is in power for 25 years all those years he promised the people of Sikkim to turn the state into Switzerland of India.. There is ramped corruption in the state that goes unquestioned and unnoticed. Today Sikkim has 3rd highest educated unemployed youths. The state with population of 6.4 lakhs is never difficult to manage.. In all his recent speeches he has spoken a length about caste and communities.. people in sikkim need better connectivity,jobs,business,exposure,better schools,better hospitals,good colleges and freedom from nepotism in finding jobs.. the way Sikkim university and NIT sikkim is ran speaks a volume about Govt. mismanagement.. sadly sikkim as a state has no alternative to Mr Chmaling and SDF. We the people of sikkim (bhutia lepcha and nepali) need to rise above mere politics played on the ground of caste and communities and start asking the real question of development and very importantly the pristine ecology and natural beauty of the state..

How about cutting the incomes of these panelists to half and distribute it to 40 old aged people as unemployment allowance, the must be earning not less than 2 lacs per month, they can live good life even in half of that amount. Similarly how about cutting salaries of our rascal MPs and MLAs and bureaucrats to half and fund it to unemployment allowances because they are servant of the nation and servant don't need luxurious salary because it will bring false ego to them and they will lack concentration in the work and earning money will have no end (desire) like we can see in case of corrupt bureaucrats like Chandrakala.
