Actually they had a killer navy that dominated the Mediterranean and Red seas which gave them control of the north african coastlines (and only the coastlines) along with all the islands and parts of Spain in the form of multiple empires all operating under the Phoenician banner. They were the result of a power void left by a dying Egypt and they soon met their match and collapsed. So i guess the challenge here is: free lebanon (or use millennium dawn), control the coastlines of the Levant, north africa, southern spain, Cyprus, Sicily, Sardinia, and the red sea coastlines of Saudi Arabia and Yemen.
