It’s wierd how the higher elo people are they seem to absolutely REFUSE to drop the first 3 minions of xp. I don’t understand

Because the higher the elo, the more people realize just how much those 3 minions are worth. These 3 minions can typically decide the entire lane, whoever gets priority in the matchup, wavestate, etc. But ofc that ironically leads to getting ran down by Darius anyways.
