I kinda feel silver Harley is better than BNHQ, because BNHQ's buffs aren't that much, and more importantly, they are restricted only to BN characters. On the contrary, silver Harley gives her attack buff to whoever her teammates are. On top of that, her swipe attacks deal 2x damage (and in any combo, short or long, 2 swipe attacks are always made, so that's going to add up). To me, this looks like a lower version of JL Flash's passive, except that it only applies to herself, and the extra damage doesn't count for an extra hit in the combo meter.

HBHQ has 3 fast attack hits too. LLTJ needs minions to boost attack so his uses are limited to boss with minions. HBHQ is usable is much more scenarios.
