This is the Grand-Final of the ESWC 2008 Masters of Athens Quake3 tournament. The finalists are Sebastian "Spart1e" Siira (SWE) and Shane "Rapha" Hendrixson (USA).
The Game is Quake3 + the CPMA competition mod, with a BO3 (Best of 3) format.
This video features all the maps played in this Grand-Final, with changing POVs to see all frags.

Funny how when the players jump about it sounds like they're wearing heavy boots but when they walk / run it sounds bare foot.

Yeah that was one thing that was funny about q3. There was only one landing sound, but different models could have different footsteps.

There is no setting. You just need to train your skills.

You can clearly see this was back in Rapha's starting years; back in 2008 his aiming wasn't quite as spot on as it is now, 10 years later!

Rapha had actually started in 2003. 2008 is where he finally win something. Before Rapha, it was Fatal1ty era from 2000 to 2006. Rapha is the best Arena FPS esports ever produced from NA after Fatal1ty for sure.

What texture pack is this? Is it a mod? I tried to find this texture but I did not find. If this is a mod or a texture where can I find this to download?

Its a combination of multiple mods for Quake3. Here is a good start: ioquake3.org/2010/08/24/high-resolution-creative-commons-texture-replacement-pack/ and s4.zetaboards.com/q3da/topic/9037030/1/ . You can also browse moddb: www.moddb.com/games/quake-iii-arena/mods. I have modified some HQ gun textures from these packs or combined / merged them with other textures using Photoshop.
