I think the senate and congress should enact a law with an approach / strategy , sort of the same with US’ RICO law. One criminal act of a member just have to be proven as conducted/ performed as part of a crime that the group/ organization commits and in addition, the group should be deemed as performing a criminal group because they are committing a criminal offense as group. They have their little parts in the execution and cover up. By this way, the whole organization collapses because it is as a group deemed liable. There also should be a separate heavier term of incarceration if you are convicted of this. Or maybe they should amend the term of incarceration of the hazing law. They may also admit hazing as an act of a criminal group. Once a fraternity turns to violence and commits a crime against a person, it should not be deemed a civil right to organize peacefully, it should be deemed as criminal group.

These Senators are making inferences and judgements bases on their beliefs. And these judgements and inferences are heard by the court and the public creating unnecessary bias. For them to have a better ground in legislating a law they dont need to express their biases on the matter nor their inferences, but they are carelessly doing so, not minding the results of the words they utter to the lives of those they paint red or blue.
