A good project, BUT, you should clean the metal first before assembly. It appears that you did not thoroughly clean the rack but applied paint. In that way, there will not be any rust between the joints to kickstart rusting.

Good job, but you should apply Sand Paper (emery) to clean the Rust on the MS Pipes you are using before Applying Paint. A cote of Surfacer Paint application is must before black paint, as it's a Cloth Hanger, where Wet Clothes are put to dry.
