@Cayde-7 I am not sure what exactly you were watching but it is pretty clear the stepmother didn't care much for Annie even before any of the tragic events. Was she scared of her? Maybe. Does that excuse her behavior? Not really. The death of her daughter wasn't even related to anything Annie did. She seized the opportunity to pile on a child being traumatized by witnessing a death, because she feels uncomfortable being around her. If that is not vile then what is? She needed a scapegoat for her daughters death and her stepdaughter fit the bill perfectly. Patchwork families come as a package. She wanted the man but get rid of his daughter. Not how this works. If being around Annie was such a no-go for her then she should have left her father. Instead she decided to pressure him to feel as bad about his daughter as she did. And making Annies life miserable with emotional abuse yelling at her and making her the black sheep for everything bad. I mean even her own daughter wasn't exactly terrified by her stepsister . Not even after she got burned in the little tug-of-war for Tibbers. Seems she was a better person than her mother. Even in her last moments she couldn't help but expose her vile nature. There is no indication anyone knew about Tibbers true nature. All she knew was the bear was precious to Annie being the last thing she got from her mother. So what actual purpose does ripping it up serve? I do realize that Annie's story is retconned. That maybe explains your stance a bit. But with the new lore she isn't just the one-dimensional sociopathic murder child anymore. In fact it was her first actual victim in her stepmother that pushed her over the edge. It was her last chance to redeem herself for the hatred she harbored for Annie all this time and she blew it big time.

No. The stepmom behaved as any rational person would in that situation. First off, some people see magic as bad. She finds evil drawings of a super-powered child that she sees as threatening her and her child. Her child gets hurt playing with the weird little girl, and she doesn't know if this was intentional or not. Then her daughter dies while she and this odd little girl are playing together. And then her husband dies because this weird little girl started a fire. You have to look at it from the stepmother's perspective. She isn't preview to all the information we are. If you were put in her situation where magic is seen as evil, and you find threatening drawings of you and your child. Neither is the monster they both just didn't know how to handle the situation before them. She isn’t omnipresent, she doesn’t know all the facts, but she does know that when this little girl is around, people get hurt.

Daisy's death was an accident caused by her own carelessness as a child. But the stepmother and Annie's father deaths was caused by the prejudice, the stepmother has towards Annie's powers and the blame that she put on Annie about Daisy's death.

Her reaction was one of bitterness. She was so frustrated and hateful of Annie that in her eyes destroyed everything. She had a lot of anger inside her and she turn to slap her but then saw the teddy bear and remembered how precious it is for Annie. So she instead chose to destroy the bear because she wanted to hurt Annie and knew that Annie will be more sad about losing her bear than simply getting slapped.
