His jetpack in the back is what propels him forward, the wings are only there for stability and direction control. In conclusion he would have to make a lightweight jetpack... which is impossible.

It could be really cool. Taking water from the air would take forever though, so he would probably have to conceal a reservoir on his body somewhere, and have a tube run under his clothes to the glass. Make it gravity feed as soon as your arm goes below a certain level, and you're good to go!
