Okay so, just happened to listen to the local NOAA radio tx and, they indicated a test soon on the frequency. I had just a few minutes to set up a few scanners I've been meaning to test the "Alert" feature. They aren't necessarily S.A.M.E. compatible but, they do alert, some with different to es for different warnings. anyway, they work, as long as I can receive the station. Radios tested were RadioShack Pros, 53 and 2052(x2).
