From the report of Trooper Brandon Bird, lightly edited for clarity: On Friday, April 9, 2021, at approximately 3:50 pm, as I was traveling southbound on State Highway 7, I observed a white Dodge Charger traveling northbound at a high rate of speed near Tucker Road north of Ola. I checked the speed of the vehicle with my radar and confirmed it to be traveling at 85 miles per hour in a posted 55 mile per hour zone. I turned around to initiate a traffic stop, but the driver of the vehicle increased speed in an attempt to elude.
I initiated lights and siren, and advised dispatch that I was in pursuit of the white Dodge Charger. As we traveled northbound on State Highway 7 at speeds well over 100 miles per hour, I observed the suspect driving recklessly, passing other vehicles on the shoulder and in no-passing zones, and nearly striking other motorists.
At approximately 3:54 pm, I advised dispatch to notify Dardanelle Police Department to see if they could assist in the apprehension of the suspect. At approximately 3:57 pm, as we entered Dardanelle, I was able to relay the vehicle's license plate number to dispatch. At this time I observed the suspect throw a beer can out of the passenger side window.
As we approached the intersection of State Highway 7 and Old Highway 7, Dardanelle Police Department had the intersection shut down for me to safely continue pursuing the suspect. As we continued traveling northbound into Dardanelle, Trooper Steven Payton joined in the pursuit. We continued to pursue north on State Highway 7, passing Highway 27 due to Dardanelle Police Department blocking the intersection.
We then turned right onto Union Street (State Highway 7), and I couldn't see any other traffic control at intersections. At this time, Trooper Payton and I decided to slow down and safely get through traffic. [Trooper Bird apparently forgot to mention that he was ordered to terminate the pursuit.] Once we were on the Arkansas River Bridge, leaving Dardanelle and entering into Pope County, I increased my speeds in an attempt to keep eyes on the suspect.
Immediately after entering into Pope County, I observed the suspect turn right onto State Highway 247 northbound. State Highway 247 is a five-lane highway and typically doesn't have much traffic. Upon turning onto State Highway 247, and after communicating with my supervisor, I made the decision to catch back up to the suspect in an attempt to end the pursuit.
As we were traveling northbound on State Highway 247, the suspect attempted to make a right turn onto West Tucker Road and lost control of his vehicle, overshooting West Tucker Road and striking the ditch. The suspect regained control and made a series of maneuvers to exit the ditch and turn onto West Tucker Road. We traveled a short distance down West Tucker Road before the road came to a T-intersection with Pond View Drive.
The suspect made a right turn onto Pond View Drive and noticed a "Dead End Road" sign, The suspect rounded the corner where two children were playing on scooters on the edge of the roadway. The suspect showed no regard to the children as I blew my horn and motioned frantically for the kids to move away from the roadway. At approximately 4:02pm, once we reached the end of Pond View Drive, the suspect pulled into a driveway on Pond View Drive and exited the vehicle with his hands in the air.
I ordered the suspect to the ground where he was handcuffed and placed into the back seat of my unit. The suspect and sole occupant of the vehicle was identified as Corbin Fischer. Upon searching the vehicle, located an opened box of beer. I gave the suspect a portable breath test (PBT), which registered .02%.
Fischer was transported to the Yell County Detention Center where he refused to provide a urine sample. He was booked into the facility on suspicion of:
Fleeing-Felony
Reckless Driving-2nd
Careless/Prohibited Driving
Possession of Alcohol by Minor
Underage DUI-2nd
Refusal to Submit to a Chemical Test
Endangering Welfare of Minor
Open Container
Drinking in Public or Drinking on Highway
Driving DWI Suspended License
Fischer was ultimately charged with the following misdemeanors and violations:
Fleeing
Reckless driving-1st
Endangering welfare of a minor
Open container
Driving DWI suspended license
Underage DUI
Refusal to submit to a chemical test
Careless/prohibited driving
Purchase or possession of alcohol by a minor
Public intoxication
Fischer entered a negotiated plea of guilty to underage DUI and misdemeanor fleeing. The other charges were nolle prossed. He was sentenced to three months in county jail for for the DUI and 30 days for fleeing, with both sentences suspended subject to conditions of probation. Fischer's driver's license was suspended for one year, and he had to pay fines and fees totaling ~$1,360 plus $50 month for probation.

@@ThiccGungan No, I'm not kidding. I have time, so I'll respond to you. As a trucker since 1989, I know good driving when I see it. Of course, there are a few that just didn't respond. That's always the case. I went back and watched the chase from 1:05 through-where he turned off AR247 into the subdivision. So I rewatched most of it, not all. Enough to draw my conclusion that the vast majority did what they could to stay out of the way. Good on them too. Counting cars that responded as he approached from behind them from 1:05 (+/- 5%): DID NOT PULL OVER OR RESPOND: 8 DID PULLOVER OR BRAKED TO ENABLE FASTER PASS IN RESPONSE: 32 ATTEMPTED TO GET OVER TO RIGHT BUT UNABLE DUE TO ANOTHER VEHICLE AFTER LEFT TURNING ONTO ROAD: 1 Remember, the chase car runs in excess of 100mph most of the time. Oncoming barely has time to respond and the one that turned in front of the officer likely thought he was clear once he started to turn. Again the cop is hauling ass at over 100mph. Easy mistake to make. 18-wheelers: Braked to enable faster pass with no shoulder available: 1 Oncoming pulled onto shoulder: 2 Not in the way with no shoulder so it does not affect the chase: 1 At traffic lights after crossing the bridge @ 9:15: Traffic light: Passes on the shoulder which stayed open. Passes 12 cars and the 18-wheeler at the light waits for him to pass keeping the intersection clear for the right lane even though the light is now green. The officer turns right at that intersection onto AR247 with no obstruction. This is a 4-lane plus a middle turn lane. Cars (I'm counting pick-ups as cars) responding as he approaches from behind them: DID NOT PULL OVER OR RESPOND: 0 DID PULLOVER OR BRAKED TO ENABLE FASTER PASS IN RESPONSE: 2 PASSED A CAR THAT WAS IN LEFT LANE THAT BRAKED AND STARTED TO GET OVER. OFFICER PASSED USING THE MIDDLE TURN LANE. RIGHT AFTER PASSING ANOTHER THAT WAS IN RIGHT LANE THAT WAS PULLING ONTO SHOULDER (remember the officer is moving very fast. Little to no time to respond): 1 TOTAL THAT DID NOT RESPOND: 8 or 20% TOTAL ALL VEHICLES THAT DID RESPOND: 40 or 80% That's quite good considering the speed involved. LOL Be safe bro. 🙂

It's a wonder that that police officer did not cause many deaths that day, thank God. This is the stupidest thing I've ever seen a police officer do, and I'm four years old and I live 1/2 an hour out of Baltimore city, I am no country bumpkin, and I most certainly know how to drive an automobile even at high speeds, this was foolish.

Pathetic sentencing for all that. He will learn nothing. Very well done by the ASP though. Great pursuit and professional behavior from the trooper. Most cops would have been seething with rage after such a long chase, and would not have remained cool, calm and collected.

I've been in similar situations twice of speeding and passing a officer going the opposite way. Once going 83 in a 55 and once going 62 in a 45 zone. Both times I was stopped on the side of the road before the officer could get fully turned waiting. Both times I was respectful and did not lie about speeding. Both times I was released with warnings. Funny how life works

I did the same once. Just got out of work and was tryin to make it to McDonalds before it closed. Was going like 15 over or so, looked over saw it was a cop and immediately started slowin down as I looked behind me and saw he was doing a u turn. Pulled right over and I was fully respectful, nervous af as it was my first time ever being pulled over but I told em what was going on and he checked my license and let me go.

I was pulled over for no reason last year. The cop threatened me numerous times, trying to get me to fight him. Went through everything in my truck. Yes I let them, but I am not stupid. I know how the game works. They went through my dad's laundry which I had picked up that day on the way to work and left it a mess in the laundry bag. My dad's dead now. After the 2nd cop showed up, the first one quit instigating me, but they had me walking on the white line and counting (I've never drank alcohol in my entire life) Next time it won't go the same way.

See I was in the same situation and it was my first time ever getting pulled over, but i didn’t realize the speed limit changed. I saw him turn his lights on coming from the opposite direction so i pulled over and he pulled in behind me. I was super respectful, but he was a very young cop, he looked like he was 18 no joke, and i eventually got a ticket. 63 in a 40, but hopefully when i go to court i can at least get driving school!😅
