They were all too big per costume contest rules. But the first one was allowed a walk-on in the very last slot because he actually had good mobility.

How do those cosplays even work?

a LOT of structural integrity. Basically, there's a ton of support beams around the parts that carry the most weight; you can see some of it on his neck in certain spots. That, and he doesn't have any use of the hands. You can see his real arms gripping the Reinhardt forearms. Mobility is very limited, but it functions pretty well.

Potentially, my guess is that he's basically walking around with platforms underneath his feet. Essentially, he probably has something similar to footstools as shoes.
