That's Buck as a child sitting with his pop who was a cop......Buck wanted to be a cop but was denied due to mental issues...Buck killed all those victims as a way to get back at the cops for not allowing him on the police force as his father was a cop....Buck's goal was to get suicide by cop so he helped other victims with the same last name as his to kill themselves.....by helping others murder themselves with the same last name as him he was essentialy killing himself...he wanted the cops to catch him and kill him as sort of a suicide by cop pact because they wouldn't accept Buck on the police force...that final shot of the picture is Buck as a boy looking up to his father who he wanted to be like.....if Buck was not able to be a cop...he wanted cops who didn't hire him to kill him.....he wanted to punish the cops for not accepting him on the force....
