Build affordable housing outside the city. Let people who can afford to move there, live there. It will reduce crime and give services to the the outer boroughs to improve the lives of people who live there. Build in Brooklyn and Queens and the Manhattan operate as a free market. Supply and demand. Not tax payer funded handouts that don't help the people who need it most.
