Even after you finish the game and get the powerful end game reward, enemies still take 4-6 headshots to put down. It's a good thing they are (as are all the enemies) pretty easy to black and avoid.

The shotgun is pretty good, there's not a lot of ammo for it though. You can 1-2 shot all the standard enemies with it.
