The reason a swat team does not com in after someone dies is someone else can get killed so they have to negotiate the targets to calm them down and eventually when they come out they will take them out!

the reson the swat and police didnt shoot them is that there are more than 3 hostages and if they attack they put the whole mission of saving the hosages in danger and they already know that they will kill the hosages as one of them is already bleeding out
