In the 1920s, wandering American beach explorer Mr. Morgan (Gary Cooper) is dropped off at the village of Matareva on the Samoan island of Upolu in the South Pacific. When he decides to stay, he is confronted by Reverend Cobbett (Barry Jones), who lost both his father and his wife as a young missionary on the island. Cobbett rules Matareva as a Puritan despot, using local tyrants as "watchmen" to enforce his rules.
