what about ground surface treatment first then embankment lifts then its Subgrade

Yes you are right sir, this is just to explain about layers , of course ground preparation is an important factor before installing any layer.

What are the material for subgrade? Sub base ? base? Surface?

Thanks for your response. Yes the material for subgrade could be stone or bricks parts if needed as it is not necessary layer. Sometimes our road is already strong and we just have to make it straight and lay other layers. Subbase layer could have red sand with small stones in it. Base layer could have small stones called bijri in local language. Surface layer has small brown colour stones with bitumen spray. Please note for flexible pavement small brown stones mixed with bitumen and later put on road surface.
