This is, but isn't a Roblox issue. Roblox dev relations has a video on an introduction to layered clothing if your interested. In the video, they show off cage meshes. This makes sure the clothing stays on the players body, there is an inner and an outer mesh. The UGC creators get to choose the inner and outer cage meshes, thus they decide if their layed clothing piece gets big or small. The mesh deformation uses the cage mesh info amongst other things to "Stretch" the players clothing. There are settings Roblox developers can mess around with to put a stop to this issue as well.

It's so tragic that this game is so heavily censored that even the resemblance of an actual woman's body is shocking to the players. It's not like it's nudity, if you leave the house you're going to, shock horror, see this? 😭
