If it's successful, the government has it drawn up, and only then is it presented to the monarch to officially sign (ratify) it into law. King Charles has done pretty much all he can do as a monarch, and as a father, he's pretty much washed his hands of the clown prince. He's distanced himself from the idiot younger son (and the terrible wife), and now it looks like he's going to cut them off completely because of this debacle of a 'tour'. I feel sorry for the King, really, as he does love both of his sons, but I'm sure that he's reached the point where he just has to give up on the ginger whinger and the mattress actress. At least he's got one loyal and loving son in Prince William, a wonderful daughter-in-law in Princess Catherine, and 3 beautiful and charming grandchildren in Prince George, Princess Charlotte, and Prince Louis, who are there for him!
