Deku’s quirk evolution is revolved around the quirk doomsday theory. Quirks are becoming stronger and more powerful over generations. Deku gained the ability to tap into the other quirks essentially once he passed a certain threshold. I believe the first user said “your only at 20%” or something along those lines. So Im assuming he was saying he at least needed to reach 20% before he could start using other quirks

Notice that deku has already passed the quirk singularity. It's stated that once quirks becomes powerful and reaches tell singularity point it will start killing it's users but deku is the exception. The vestige of the first user told deku in the earlier episodes that ofa has already passed the quirk singularity which is why the quirks of the previous users started manifesting.

I loved this match. BABY GIRL OCHAKO! LIike she held it down foreal. She may not have had significant battles but her primary role is support like so many people don’t get that. I fell in love with Ochako after season 2 but tbh she was vital in the first war arc. Mostly for rescue which is just as important.
