When have they ever bothered to use any of their budget for any military expenditure aside from the Spartans? Never that's when. This actually makes a lot of sense from the in-game perspective. They think your average orbital drop strike Trooper is not intelligent enough to understand how to operate a grenade. And they are correct. The odst of ignis understand the concept of pulling the pin and throwing it in three seconds. But they do not understand the concept of throwing it at the enemy instead of into groups of their own soldiers.

Well if Spartans were real, they'd run faster than the tank turret could rotate. A spartan would simply yank the hatch and beat the shit out of anyone inside of it

For the Spartans having the job of saving as many UNSC marines as they could their methods are questionable considering that one extract had only 6 people in it from the original 40 man platoon at Bravo-Hold 2 but after reviewing the footage I realized they were too busy having their sanity drained by the common folk of Ignis. My headcanon for the ending of this op was that they started shooting each other because they got word that ONI had reviewed Ignis Corp’s history and branded them Insurrectionists, so they figured die to each other rather than be tortured and interrogated by ONI spooks.
