I think it depends on the extent of the injury deciding whether they are able to go back out into the wild. Winter definitely wasn't able to go back to the wild because of her amputated tail.

He was deemed nonreleasable by the NMFS so now he lives on Dolphin Terrace.

All of the cetaceans in human care in the U.S. are either rescues that the U.S. Federal Government Agency the NOAA deemed unreleasable or they were born in human care. Only NOAA has the authority to release any marine animal or not & it is NOAA who decides where those marine animals deemed unreleasable go to live out the rest of their lives. These animals are helping scientists better understand how they can help their wild counter parts.
