In rule 19 also defination of overtaking will be considered from rule 13. a set of rules cannot have 2 definations for a same word.

This has been debated by many far wiser than myself, however I feel: Overtaking in Fog Rule 13 does not apply in restricted visibility Rule 13 says “Notwithstanding anything contained in the Rules of Part B, Sections I and II any vessel overtaking any other shall keep out of the way of the vessel being overtaken.” Rule 19 is in Part B, Section III Hence Rule 13 does not apply in any way out of sight of the other vessel. As per Rule 19 You must therefore plot the other vessel on radar, in order to determine her Relative motion CPA/ TCPA and then if a risk of collision exists calculate WO and then her course and speed. However any error in your course or speed (MGN 379) would effect the position of W and hence the true information WA making this possibly scanty information. So if we used the concept of seeing if your approaching from more than 22½ ° abaft her beam purely on ARPA information this would suggest working on scanty information and I am not even sure the 22½ ° abaft her beam has any relevance to this situation. If you where coming up on a vessel dead ahead that was stopped in the water she would have no WA therefore no aspect, she could be pointing in any direction. However you are overtaking her so under rule 19 you can go to port or starboard. Hence the definition from rule 13 does not work for rule 19

Situation is as follows. Own vessel is boxed in with a power driven vessel doing the same course and speed on your stbd beam and another vessel overtaking you slowly but is still 2nm astern of you. There is a third vessel 2 points to port on a collision course with you. Trick question. Taking into account Rule 19 only are you allowed to alter to Port for the vessel mentioned forward of your beam in restricted visibility?

as a vessel that is being overtaken in this situation (let's say a vessel is overtaking me from port quarter and heading to my starboard side) what should I do? and thanks for your videos!

So you have a vessel abeam or abaft your beam that has a risk of collision. You avoid turning towards the vessel so in this case, you would turn to S/B. Hope that makes sense

Where is Your oral prep course conducted ? Do you book orals at any centre the candidate wishes to give exams ?
