Hello! Just a quick video of Rasial kill times with t90 armour, as t95 is not needed whatsoever (you probably save about 10s with t95 armour). Perks are pretty easy to get, nothing fancy. I use an early volley for extra damage at the start of p3 and build stacks again for use in p4. The only mechanics to worry about is the wall of ghosts, which you can stand under them when they spawn to avoid taking damage, and if you are low on DPS you can flick to Deflect Necromancy prayer and devotion to mitigate all of the damage from Rasial's volley.
Perks:
T95 Weapons: Precise 6, Eruptive 4 + Undead Slayer
T90 Armour: Relentless 5 + Crackling 4, Biting 3, Impatient 4, Invigorating 4 + Mobile
Relic Powers:
Conservation of Energy, Fury of the Small, Death Ward
Other Unlocks:
T99 Ruination Curse, Enhanced Excalibur, Salve (e), Vengeance, Overload, Darkness, Divert and T90 Weapon switch for p4.
P1-3 Rotation:
Overload + Darkness - Conjure Undead Army - Life Transfer - Enter Instance
Surge - Prism of Restoration - Command Ghost - Command Skeleton - Vuln Bomb
Target Cycle + Death Skulls (Target cycle on tick Rasial spawns for best results)
Sap - Touch - Basic - Sap - Living Death + Adren Renewal (same tick)
Touch - Death Skulls - Command Skeleton - Divert + Vengeance + Excalibur
Split Soul - Bloat - Sap - Basic - Death Skulls + Undead Slayer Codex - Basic - Sap
Finger - Touch - Finger - Volley - Death Skulls - Command Skeleton - Sap
Omni Gaurd Spec - Basic - Sap - Touch - Basic - Fill with whatever if not phased.
For Phase 4 it's very flexible, but I generally try to do the following:
Vit pot + Life Transfer - Command Skeleton - Reflect - Death Skulls
Sap - Finger - Basic - Touch - Basic - T90 Spec - Sap Volley

@stueygewy if you target cycle on the same tick a boss spawns you don't get that. It's a bug afaik

Never fought rasial, what would you say is minimum gear to do this? Im an iron so i cant just go and buy all the things

I think if you have t90 weapons/armour you should be fine. Without certain upgrades like zuk cape and t99 prayer, etc it's still 100% doable but your kill times will be a bit longer and you may need to eat food. For this rotation, or similar you would definitely need zuk cape, jas book, vuln bomb, and soul split unlocked. Extra things for more damage like undead slayer perk and codex are extra damage so always help.
