You are being with a partner because you trust them. If you get hit by your partner, then leave the partnership because trust is broken. Government can involve itself to make it appear that this problem is solved (i.e., through regulation, subsidies, preferential treatment of larger companies, etc, which is itself, incredibly dangerous), but it is all appearance. Unfortunately, we're already WAY down that road, as corporatism and special (corporate and bureaucratic) interest domination has already taken over the U.S. to an alarming degree. Contrary to a LOT of wishful thinking, economic laws are not magically overcome by government and egalitarian-speak; and governments are incredibly dangerous (and violent) mechanisms for social engineering.
