If it had genuinely wanted to integrate into the Europe it would have done as Ukraine has done, and genially work towards reforms (like those the EU requires for membership) but instead Russia seeing that it wouldn't be THE major pole of Europe, decided to go do it's own thing instead. Even Tony Blair lamented recently that Russia never really genuinely got interested in reforming for EU membership or NATO (despite lip service to that and genuine but skeptical interest from the West.)
