If air pollution occasioned by the presence of cars has actually caused any deaths (and let's remember SK has cause more standstill traffic along the major roads of London rather than less), he sees those deaths, quite ruthlessly, as an issue to weaponise, and that he can use to help him bulldoze these measures through The building of a growing, self-perpetuating bureaucracy and the use of its powers to impose increasing amounts of taxation are behaviours that make populations poorer and cause there to be less money for other things, such as healthcare, or any of the other manifestations of people might actually want (i.e. choose to spend their own money on).

People have known for over a hundred years that the very center of London has higher air pollution than elsewhere...so how can any outlier asthmatics claim that the current-day far lower pollution is some unfair burden on them as they specifically moved to the most polluted place in the country? Not to mention we KNOW that the science proves that modern passenger cars are not to blame for the (currently very low levels of) pollution, and that ULEZ will not change the situation at all. Hell, the underground stations have incredibly poor air quality!
