Kunikida has Q's ability, I think, which allows him to control people he touches whit his doll or something like that 🤷🏻‍♀️

With Q's ability, they can only control people who have hurt them. (This is also a reason Q has all those razors on their arms, so that when someone touches them, they harm them.)
