As the other two said. Endymion/Mamoru represents the earth so there can't be a Sailor Earth, because as Naoko (the creator of SM) said, only girls/women can be sailors, no exception. All the other sailors were princesses too before they vowed their loyalty to Silver Millennium and became Sailors for the sake of serving and protecting Usagi, the next generation's queen of Silver Millennium. Sailors are meant to fight and had offensive attacks granted to them by their planets, this is why Jupiter called for Planet Jupiter's help when she used thunder for her attack. I did hear that Naru (Usagi's friend from middle school to high school way before she even met Ami) was meant to be Sailor Earth (which mean that she was supposed to be Endymion/Mamoru's reincarnated little sister) but it got scrapped off by Naoko.
