I was given one of these in pieces needing new bearings. When I broke it down the rest of the way the rear crank bearing was free but the front one was locked up unless it was heated up. I believe mine is the later version as the rocker covers are polished and my carb throttle arm is plastic with a low speed needle in the middle. I haven’t yet run it but it’s back together and the compression feels good. Mine also has the pins for the rocker arms threaded from outside to inside.

I have this engine, mine dates from 1994. For the black rubber rocker arm covers, if they break I've seen people using fuel tube to replace it.

ive got an old 65 with satin valve covers and air bleed style carb. no low end needle. i believe to be one of the first examples

Could the motor run without the rocker arm covers?

Yes it could be. The covers also keep the rocker arm pins from coming out if they happen to loosen.

Would a high compression glow engine require FIA or 5 percent fuel?

They do not REQUIRE a different fuel, no. I have always run my Saito engines on 5-10% for nearly 30 years now. No issues.

I was under the impression that higher compression runs very hot and pre ignites when too much nitro is in the fuel. Moki and Rossi engines are examples. Nitro is not readily available in Europe. My Rossi. 45 came with an extra head shim to lower the compression. I was too dumb to use it. My exauhst oil was always dark, no matter how much I richen the mixture. Those engines are designed to run on FIA or 5 percent.
