There is no forumula. It is planning over decades and hard work. Heavy industries, self reliance, educating your population, IT revolution all came gradually in India and not due to some "formula". It requires long term planning by dediated politicians. Stability in political framework, continuity in plans implemented by previous govt are all necessary. Also needed is a strong democratic framework within which investments from abroad flows.

Pakistan does not have stability and practically no law. Pakistan has very low literacy rate. Pakistan energy cost is too high. Pakistan population is out of control but that is another matter. Now, why would any one invest money into this country? And why do you expect that the economy can actually get better?

Industrial growth needs innovation, capital, and more importantly skilled manpower. Skilled manpower needs good feeder system of good educational schools (not madrassah's) and universities etc. To setup industries you need stable economic policies and political stability, and a good investment climate overall. Pakistan is blessed with good natural resources, geographical location etc., it just simply does not have the politcal, educational and investment climate.

You forgot China. But they are smart. If Pakistan has less population like Xinjiang province in western China, they would have extended further loans at high interest and grabbed their territory like they usually do (ex. Maldives, and Srilanka). They are afraid that they would get sucked into Pakistan's quagmire and loose all their leverage. Americans will extend some small loans and keep Pakistan in play.

I’ve seen some videos on YT where Pakistani workers are making things, these guys are extremely hardworking and talented but use old and crude methods . Right tools and knowledge can help them for sure
