We need to draw some examples from Asian countries, if change is not affected right from the top, you can't expect average suffering Nigeria to change. This guys enjoy the life style of body guards, high security, chauffeur driven cars & fly around the world with diplomatic passports, that's all they are interest in, not to mention the amount of cash the moves with them.
