I'd dare to say that such rule does (almost) exist, as long as you know the spelling. For -sion / -sian: * Words ending in -ⓥsion / -ⓥsian (where ⓥ represents any vowel) rhyme with "zhun" (/ʒ(ə)n/) * Words ending in -ⓥssion / -ⓥssian (note the double s in the spelling) rhyme with "shun" (/ʃ(ə)n/) [As a trick, those who speak French may recall that a single s between vowels is pronounced with "more voice" than a double s.] * Words ending in -rsion / -rsian rhyme with "zhun" (/ʒ(ə)n/) * Other words ending in -sion / -sian (i.e. following a consonant other than r rhyme with "shun" (/ʃ(ə)n/) For -tion / -tian: * Words ending in -stion / -stian rhyme with "chun" (/tʃ(ə)n/) [Tip: keep in mind that it would sound a bit awkward trying to pronounce "s-shun"] * A few words ending in -ntion / -ntian rhyme with "chun" (/tʃ(ə)n/), a few others rhyme with "shun" (/ʃ(ə)n/) (sorry, no useful rule here 🙁, apart from never being "zhun") * Other words ending in -tion / -tian (that is, not after an s or an n) rhyme with "shun" (/ʃ(ə)n/) There are just a few exceptions (no pun intended), e.g. Andalusian, torsion, equation, , but even those may sometimes depend on the local variety. There are other words that also rhyme with those above (e.g. kitchen, etc., but they seldom pose any difficulty).
