It’s just that they are not that developed in soccer, and they knew that facing against Brasil would completely rip them. Also Japan was just Bad at Penalty Kicks. By far S.K has only Son, and Japan was good overall except for the penalty Kicks.

And let me tell you more than half of the countries try to go Brasil out off their way. Some even lose matches at the early stage to throw certain countries out. Example Germany and Spain. Spain lost against Japan to throw Germany out. They knew they had a very good goals counter( 7 : 0 against Costa Rica) and a good win/lose streak.
