The west has invested heavily in this technology while Russia has only developed newer nuclear weapon delivery methods meant to evade these systems which have turned out to be less than effective against of our more advanced missile defense systems. If 1 out of every 100 of their missiles reach their targets while 99% of our missiles hit their targets, how long can the Russians hold out? Probably not very long. The end is near for Russia if it makes the ridiculous decision to use nuclear weapons. This is as much of a deterrence as any for anyone who wants to remain alive.
