Since they're not talking about people's genitals, but how some specific cultural expectations vary between genders (in this instance, how some group of people may complain more or less about certain things than another group of people), just talking about "men" in this instance is completely fine, transgender men would be included in that case. The question is not "how would men react to having a vagina" or something because _then_ you would have to specify that you mean cisgender men. Including transgender people in your line of thinking doesn't change how you'd talk about "men" or "women" in most cases, only if you're specifically talking about clear biological differences. Not the case here.
