The only reason they were able to constantly follow him was bc they had better gear. At manhunts the hunters need to mine for that gear.

Nah, the story of the first manhunt is this: Dream tried to commit tax evasion, and then was caught. In order to pay his taxes, he had to sell the dragon egg but a mysterious person hired hitmen to prevent him from escaping his debt.
