There was a very old italian system of playing called "Catenaccio" (early 1960´s), where, among other stuff, a player carrying nr10 would be the "Libero", so, the free-one of any rigid position, able to go everywhere and create chances, essentially a play-maker (the term "play-maker" was invented much later, in order to describe this very thing in english). This player always had to be the globally best among his teammates, cause he had to fullfill so many roles. So, later, when Catenaccio became old, and other systems came up, that could defeat this system, some of the best ever have already carried the nr10-shirt. So, it became kind of a tradition afterwards.

when you think of "best player on a team" you normally think of an attacking minded player - number 10 is normally the attacking midfielder, basically the playmaker, and every good team needs a good playmaker number 9 is normally the striker and number 7 is normally on the wing, but manchester united for example gave the number 7 to their best players (george best, cantona, ronaldo etc.)

It's not a rule, it's just a tradition. Number 10's are usually in the middle field, or who attack in the middle part of the field. 11 and 9 are usually strikes who come from the left or right. Usually they use the numbers 1 to 11 for the 11 starting players in the field. But in big tournaments like World Cups, each player need to use the same number for the role competition. In th USA and in some places in Asia, Africa and Oceania, they don't care about "the tradition of the numbers".
