one to many is possible, with different name inclusion. Many to Many is not possible with these steps.

As per current Google policy, you can send 1500 Nos. per user per day, via mail merge, provided you have active 10 users for more than a year. If not the limit is 100 Nos. per user per day.

Now, the limit depends on the account holder portfolio. - If Your domain has cumulatively paid at least USD 100 (or equivalent), you get full limit. - In other words, If you have more than 10 Users in Google Workspace for 1 or more years with Google, you get the full mail merge limit of 1500. - New account with only 1 user will get the limit of 100 only. This has been introduced in recent year to avoid the spammer to onboard and send spam.

for bcc, you can send if you have limit for your product. Maximum messages per day, Daily sending limit per user account* = 2,000 1,500 for mail merge (previously called multi-send) 500 for trial accounts Recipients per message, Addresses in the To, Cc, and Bcc fields of a single email* = 2,000 total per message (maximum of 500 external recipients ) Refer Gmail sending limits --> support.google.com/a/answer/166852

through mail merge you send as one to one & not as one to many. sending by copy pasting all recipients in cc/bcc of one message will show all list to all.

No, if your account has eligibility, you can send. Not to get caught as spammer, use different recipient names embedded on messages sent. Check spammyness of your draft too.
