Can you turn the light bulbs on and off if not at home thru the alexa app?

Yes, as long as they are setup with Alexa you can.

I had theses but i ended up replacing all my lights with wifi the Bluetooth never stayed connected

I'm not a BT smart home fan myself. It's great with Alexas from what I'm told but I dislike Alexas lol.
