Cause really he's mostly just trying to quell a prison break, he's honestly just doing his job, and considering most of Impel Down is genuine bad guys, especially most people in level 6, I'd say he's honestly a heroic character who's goals just don't align with Luffy's.

How about choosing your devil fruit/power based on how much their bounty is? I’m sorry if that sounds similar to an existing video, but I just can’t figure out how to word it. Let’s say the choices are Sand, Flame and Gum. You’d tell that their choices are Second Highest, Lowest, Highest (or at least according to google, Crocodile has 1.9b bounty, Ace has 550m and Luffy has 3b bounty. You would also include non-fruit users like using swords or fighting styles. And I suppose for characters without bounties, you’d just say “No Bounty”

So you guys have done devil fruit fusions but what about a little crossover with quirk/devil fruit fusions?

This concept is ok, but the lack of a definition at the beginning trough me off. For example, almost every character is grey at best. Anyone from the Marines should be good and anyone that identities as a pirate should be bad. This is not fully the case in One Piece, which is why this is jarring.
