its because it was "Shibuya Incident Megumi", who has lower chances of summoning mahoraga, but is stronger than the "Technical College Megumi" who would summon mahoraga instantly at anyone massively stronger than him. their AIs are different.

I've actually tested and messed around with Sukuna VS gojo and have found that using limitless, I'm able to defeat the strongest version of sukuna by using my domain after his and reversed cursed technique tanking all the damage, after domains individuals are stunned and weakened for a period of time which would allow you to domain expand without sukuna being able to counter it, Unlimited Void domain stuns them WHICH doesn't allow for reversed cursed technique, and I'm able t o kill sukuna before the domains, this goes for EVERY version. It's best to actually run from sukuna's domain as I'm not 100% sure if you can actually tank and it lowers your cursed energy doing so but I'm pretty sure what happened at the end is sukuna was unable to reverse cursed technique and gojo, just like me, was able to kill him before his domain ended.

Do y'all realize how good Gojo's plan was? At the end he wasn't using RCT so he could save CE and use nuke purple, followed by his domain. He used purple just when he had just enough health to survive without being hit again, since the purple would kill Mahoraga and Sukuna would use most of his remaining CE to heal his injuries, Gojo knew that if he used his domain Sukuna's domain would collapse rapidly due to the lack of CE. Meaning that when his domain emerges victorious from the clash, he wouldn't get hit again and essentially would win thanks to infinity void.
