@@demond1818 Based on their current Master Rate. MR changes after ranked fights so ranks can shift often if there's a lot of high level players for a character.

I struggle to understand how people can say Akuma doesn't need to get buffed when a No.1 Ranked Akuma disgracefully loses to a No.3 ranked Bison. It's similar to rejecting their own inflation figures (when they do spending) and accept the figures released by the government (through they're psycho powers trick the public into believing it's accurate).
