からかみの源流は、平安時代の和歌を筆写する詠草料紙にまで溯りますが、中世以降には襖や屏風などにも貼られるようになりました。江戸時代、徳川幕府による江戸の街づくりが進む中で、需要も拡大し独自の発展を遂げました。
Edo-karakami originated in the elaborately decorated papers used for poetry writng in the Heian period.Karakami is decorated washi papers, which are pasted onto a wooden lattice frame of screens and partitions such as shoji, fusuma, and byobu.

I think its also for static. There are some paper craftsmen in my town who do the same thing and it removes any static from your hands or the paper so it lays flat. Im sure its good luck as well though!
