both decks have a lot of cards that didn't exist in the duelist kingdom era, but i think toon kingdom is fine at least since it functions more like how toon world did in the anime

Honestly Shadi's deck is pretty nuts in the format, relinquished/restrict was probably your best out, toon summoned skull could get over queen, but he also cant attack the turn hes summoned which is rough. Rex honestly had a great counter to queen with the Cyber Dino, Doto just only drew it in the last duel.

Fun fact, Shadi dosent have an actual deck, because he dosent duel , not in the manga nor in the anime, this deck is too good for this kind of format, where all characters have goat format decks basically , this is a gx/perfect circle format deck with demise
