Magic still follows rules so powers are only effective for what they are designed to do but will be ineffective against what they are not. There's basically nothing in SHAHZAM's list of powers that would make him immune to the Lasso of Truth... He can be very resistant to mind control but he has never been totally immune... While the Lasso has been effective against even the DC gods, for which SHAZAM draws his powers from...
