Shane was ahead of his time. He was definitely one of the strongest walking dead characters. What he was is what rick had to become in order to survive in the apocalypse. Rick hated that Shane was so ruthless but in the end he became Shane in order to keep everyone safe. Officer friendly became a savage after he killed Shane

Physical strength to Governor , cause Shane was overpowered by Rick in the end of season 2 while The Governor defeated 3 walkers at the same time with his bare hands Iq definetly to Shane Walsh . The fact Governor was only one who didn’t get manipulated by Rick doesn’t mean that he is smarter( dude couldn’t even realized that his daughter is walker lol).Shane adapted to the apocalypse very fast also showed a lot of intelligence abilities such as logical thinking , strategy etc. Agility to Shane , more flexible AP is exactly to Governor. He crushed walker’s skull with a few punches Gun fight to Governor , showed to be very accurate even with one eye Governor mid diffs Shane in h2h combat, and low-mid diffs in gun duel

bro shane never missed a shot as far as we can see in the 2 seasons he was in. Rick even said that he was the best gun teacher, thats why he teached everyone at the farm. He has better aim imo. And for strenght its debatable, because honestly shane overpowered rick at the begginig of the fight (shane put down the motorcycle on him, after eating rick's punches like it was nothing, while rick almost passed out after like 2 punches of shane?) The only reason rick survived is because shane went away to get rendall, but he could just have take the gun and go for rick while he was down. Then yea rick overpowered shane because he sneaked from behind when shane aimed for randall.

I'd say the governor also takes strength. He was able to literally tear apart and pummel zombies to death with his bare hands. He also directly overpowered and nearly killed Rick in a fist fight. Whereas Rick seemed to have a slight edge on Shane.
