Well Raiden chose to be a mortal, So the blame should be him. Besides when he and Shao Kahn were meeting with the elder gods seeking permission for Outworld tournament, Raiden asked the Elder Gods he wants to be part of it, But Shao pointed out it's called Mortal Kombat while Raiden was a God.

Besides again it's called Mortal Kombat, When it comes to tournaments it's suppose to be a fight between mortals and not Gods, And this isn't the first time Raiden did that, Such as the movie everyone considers a downgrade, MK annihilation, Raiden wished to help the Earthrealm fighters against Shao Kahn and his forces and the elder gods told him he would have to give up his Godhood which he did. Besides, In the OG timeline of Mortal Kombat, Didn't Raiden became an Elder God with all that power until and Shang Tsung and Quan Chi formed a Deadly Alliance after showing how much of a threat they are after killing Liu Kang and Shao Kahn while ressurected the Dragon King's undefeatable army, He decided to give up his position of greater power to help the mortals by rebecoming God of Thunder?

According to the laws of Mortal Kombat, all combatants are basically mortal to give an even playing field. That's why Raiden in MK9 defeated Khan, as he was given his God powers since the laws of Mortal Kombat wasn't applied.

One, the laws of Mortal Kombat prevent gods from using their perpetual being in the tournament. Two, Shao Kahn is effectively a "god" in the sense that he has merged a multitude of realms together into Outworld's and become its emperor. This isn't even including the fact that he's absorbed the souls of billions, if not trillions, of lives, from these realms.

Those of you who are too busy complaining about the fight with Raiden and Shao Khan. Have you for guys forgotten that Raiden’s power is limited in Outworld? His power level is not the same as it is an earthrealm. Seems like most of you complaining about this movie really don’t know your Mortal Kombat logic.

I'm not into Mortal Kombat series cause I'm tired of the Godlike Liu Kang winning every single time. Are there any series where he get's decapitated or simply just killed? I'm really not a fan of this character, one of my least favorite ones and I wish to see him die at least once.
