That was a slap, first of all she didn't take a step, so the power came all from her ankles, second her hand went pass the opponent face once she slapped. The other woman stepped and palm striked, in fact once she hitted her face her hand didn't go pass her face. The palm strike hitted and pushed her. 100% illegal
